they have forged, and increasingly, non-state actors such as multi-national
corporations, criminal and terrorist networks, and transnational religious and
ethnic communities, continually reshape the geopolitics that define our world.
They reshape the strategies, the geostrategies, that our leaders may successfully
employ in pursuit of our principles and our interests. Without understanding this
complex and changing global landscape, we are limited in our ability to be good
