There are many kinds of crises. Sometimes, crises are wholly humanitarian
events. More often, they are complex events that involve the interplay of the
natural hazards, the built environment, socio-cultural dynamics, and fragile
ecosystems that evolve over time. Crises, and how their sources and effects
are arrayed geographically, change over time. And, it is critical to understand if
we are to achieve ample situational awareness for crisis prediction, response,
